On Rates, set each person's hourly cost and billable rate. Every change starts on a date, so a raise never re-prices earlier work. Timesheets and insights can then show time as Cost or Billable amount.
- Project rate and Client rate bill a project, or a client (a Jira project category), at its own rate. The project's rate wins, then the client's, then the person's.
- Mark a project or client not billable for internal or fixed-price work. Cost always comes from the person.
- Changing the currency doesn't convert amounts already entered.
